New York City Mayor Eric Adams and Department of Transportation (DOT) Commissioner Ydanis Rodriguez have announced that the city has approved Waymo’s application for autonomous vehicle (AV) testing.

This permit allows a limited number of Waymo vehicles to operate in parts of Manhattan and Downtown Brooklyn under strict conditions. It marks the first time that autonomous vehicles have been approved for testing within the city.

The trial requires a trained safety specialist to remain behind the steering wheel at all times. The city introduced its AV safety framework in 2024, with measures designed to ensure responsible testing in dense and complex traffic environments.

Mayor Adams said:

We’re a tech-friendly administration and we’re always looking for innovative ways to safely move our city forward. New York City is proud to welcome Waymo to test this new technology in Manhattan and Brooklyn, as we know this testing is only the first step in moving our city further into the 21st century. As we continue to implement responsible innovation, we will always prioritise street safety.

Waymo has previously completed over ten million rides across five US cities. Under the permit, the company is now authorised to test up to eight vehicles in designated areas in New York City until late September 2025.

Waymo must provide regular reports to DOT, adhere to cybersecurity standards, and demonstrate compliance with industry safety practices.

Annabel Chang, head of U.S. state and local public policy, Waymo said:

With over 10 million rides completed in five major US cities and a strong safety record, we’re proud to be working with leaders to lay the groundwork to bring this life saving technology to New Yorkers one day, beginning with receiving the first-ever permit issued in the city to drive autonomously.

We believe it is essential for companies to collaborate directly with cities on the rollout of autonomous technology and are pleased to have reached this next step in New York City.

In addition to DOT approval, Waymo has secured permits from the New York State Department of Motor Vehicles. The current authorisation applies only to testing. Regulations of the New York City Taxi and Limousine Commission prohibit the use of autonomous vehicles for commercial for-hire services without a licence.
