The International Association of Public Transport (UITP) has launched UPPER, a new EU-project that aims to strengthen the role of public transport in cities across Europe.

UPPER (Unleashing the Potential of Public transport in EuRope) was launched during a two-day conference in Brussels on 24 and 25 January 2023.

It includes a consortium of 41 partners from across the public transport sector who will work to consolidate public transport as the backbone of mobility.

The project is co-ordinated by UITP and will run for four years.

UPPER will implement measures that can transition people out of private cars and onto public transport. These will act on five innovation axes that condition users’ choices:

  • Mindset and culture
  • Urban mobility planning
  • Mobility services ecosystem
  • Road network management
  • Democratic governance

The measures will be tested in the UPPER Living Labs in Valencia, Rome, Ile de France, Oslo and Mannheim, as well as in the UPPER Twinning Cities of Lisbon, Leuven, Hannover Region, Budapest and Thessaloniki.

The overall goal will be to increase the use of public transport by more than 30% and user satisfaction by over 25%.
