Pony.ai and Uber are expanding their partnership with plans to deploy more than 2,000 autonomous robotaxis across Europe.
The expanded agreement will build on their existing work in Zagreb, Croatia, while covering four additional European cities. Details of the locations and deployment timetable will be announced in phases.
The partnership also includes plans to deploy robotaxis in the Middle East.
Pony.ai will provide its Level 4 autonomous driving technology, alongside expertise in rider experience and robotaxi operations. Uber will provide access to its mobility platform, including booking, payment and customer service, as well as its network of human drivers.
Local fleet partners may be responsible for day-to-day operations in individual markets. Vehicle funding and ownership arrangements will also vary depending on the market.
The companies described the model as a combination of autonomous driving technology, a mobility platform and local fleet operations. This approach is intended to support the deployment of robotaxi services across multiple markets.
The expanded agreement follows a partnership announced by Pony.ai and Uber in May 2025 to bring Pony.ai robotaxis to the Uber platform in international markets.
In 2026, the companies partnered with Croatian mobility company Verne on a commercial robotaxi service in Zagreb, with Verne acting as the local fleet owner and operator. The Zagreb service is due to become available through the Uber platform.

Pony.ai currently operates paid, fully driverless robotaxi services in four Chinese tier-one cities. The company has reached city-wide breakeven unit economics in multiple markets.
The latest agreement is part of Pony.ai’s wider expansion into international markets, with the company operating or developing autonomous mobility services in China, Europe, Asia and the Middle East.
Uber has been expanding its autonomous mobility strategy through partnerships with technology and vehicle companies, while retaining its role as the customer-facing platform in many deployments.
