PAX Aeroportos and UrbanV have signed a commitment agreement with Brazil’s National Civil Aviation Agency (ANAC) to commence the development of a regulatory framework for vertiports.

This marks the formal launch of a regulatory Sandbox focused on Advanced Air Mobility (AAM) in Brazil.

The agreement, signed on Friday, will support the development of infrastructure and operational procedures for vertiports designed to accommodate electric vertical take-off and landing (eVTOL) aircraft in urban and airport settings.

The initiative aims to create a foundation for integrating eVTOL operations into Brazil’s transport network.

We look forward to working with our partners at Pax Aeroportos, ANAC, and other industry stakeholders in the coming months to accelerate the introduction of this innovative, safe, and sustainable new form of mobility in Brazil.

PAX Aeroportos operates two business aviation airports: Campo de Marte in São Paulo and Jacarepaguá in Rio de Janeiro. These facilities will serve as the primary locations for the Sandbox initiative.

UrbanV, a company focused on vertiport infrastructure and innovative air mobility services, is partnering with PAX on the initiative.

We serve a public that will demand this type of travel in the future. Developing vertiport regulations is a project fully aligned with our business strategy.

The Sandbox is intended to operate as a controlled setting for the testing of new technologies and procedures. Initial activities will take place in a virtual environment, including simulations and system modelling. This phase precedes any real-world eVTOL operations, which are not currently authorised in Brazil. A subsequent phase will involve live testing with aircraft.

In addition to PAX Aeroportos and UrbanV, the project involves participation from other industry stakeholders, including EVE, a developer of eVTOL aircraft; GOL Airlines; and Saipher ATC, a provider of air traffic control solutions.

The project represents an early step in the potential deployment of Advanced Air Mobility services in Brazil, focusing on the regulatory groundwork necessary for future operations.
